Why This Matters: If key decision-makers were aware of the Royal College of Physicians' findings about quality concerns at Royal Devon, yet still proceeded with plans to move services there, this raises serious questions about patient safety priorities.

This request asks whether relevant decision-makers were aware of the Royal College of Physicians review findings and the six critical issues identified. It centres on whether the findings of an earlier FOI release (R4932) were made available to Professor Tim Briggs before he produced his report on the future of the Royal Devon and Exeter cardiology department and its collaboration with cardiology services at Torbay Hospital.

The request notes that one of the documents in question was previously released as FOI R4932 to the Health Service Journal on 11 November 2022.

"Please confirm whether the findings of FOI request R4932 were made available to Professor Tim Briggs prior to the publication of his report on the future of the Royal Devon & Exeter cardiology department collaborating with cardiology services at Torbay Hospital. If so, please provide:

  1. The date on which FOI R4932 was shared with Professor Briggs or his team.
  2. Any correspondence or documentation indicating that FOI R4932 was referenced in the preparation of his report.

If not, please confirm that FOI R4932 was not shared with Professor Briggs or referenced in his work."
