ICB challenged over plans to shift patients to trust facing £40m deficit
The Heart Campaign has written to NHS Devon's Integrated Care Board demanding answers about plans that would see Torbay patients sent to Royal Devon - a trust forecasting a £40 million deficit. Seven direct questions challenge whether the Case for Change can be considered safe when the receiving trust is already in financial difficulty.
Adult Social Care in Torbay Under Threat:
Torbay and South Devon NHS Foundation Trust is considering ending the Section 75 Partnership Agreement that underpins integrated adult social care in Torbay. Decisions could be made as early as January 2026. A public meeting has been called for 8th January so residents can understand what is at risk and make their voices heard.

How the NHS 10-Year Plan Threatens Torbay's Cardiac Unit
From an ethical standpoint, centralising cardiac treatment away from the Bay is anti-Hippocratic as it knowingly subjects patients to avoidable harm. ICB Plans to Close One of UK's Best Cardiac Units
Out of 68 cardiac centres in the UK, the Torbay Hospital Cardiac Unit is considered to be one of the very best in the country. The ICB's aim is to merge our first-class facility into the Royal Devon & Exeter Hospital's Cardiac Unit, which is under-performing, with a long waiting list and with 46 patients having died whilst waiting for treatment.
